Elsie Morgan Watters, 61, of Spencer, formerly of Brazil, died Dec. 20 at the Owen Valley Health Campus. Born Oct. 5, 1943, in Indianapolis, she was the daughter of Ross and Mary Mosteller. She belonged to the Baptist Church and was a truck driver.
